Western Rock Lobster

WA's iconic west-coast endemic crustacean and one of the most valuable single-species fisheries in Australia. Distributed along the west coast from around North West Cape down to Augusta, with the recreational fishery centred on the metropolitan and mid-west reefs from Mandurah to Kalbarri. Taken by pot or by diving — by hand, hand-held snare or blunt crook, never by spear or net — and managed under a separate Recreational Rock Lobster Licence.

Overview

Western rock lobster (Panulirus cygnus) are endemic to WA's west coast, from approximately North West Cape down to Augusta. The recreational fishery runs from the metropolitan reefs at Rottnest, Garden Island and the Five Fathom Bank, through the mid-west grounds off Lancelin, Cervantes, Jurien Bay, Dongara and Geraldton, with juveniles and adults moving between inshore reef in 5–20m and offshore reef out to 100m. The commercial fishery is one of the largest single-species fisheries in Australia and runs alongside the rec sector under a strict Total Allowable Catch model. For recreational fishers it's a licensed, gear-restricted activity — pot or diving, never a rod — and a Perth summer institution. The fishery is open all year, but the first calm weekend of the warm months still moves every tinnie and dive boat in the western suburbs out to the inshore reefs.

Identification

Also known as Cray, crayfish, WA cray, western crayfish, rock lobster

A spiny lobster with no large claws — the front legs end in small pincers at most, and the animal's defence is a hard spiny carapace and two long whip antennae. Colour runs from deep red-brown in resident 'reds' to the pale, thin-shelled 'whites' that migrate offshore through November and December. The two WA lookalikes are the tropical painted crayfish (Panulirus versicolor), blue-green with white bands across the tail and white-striped legs, found from Ningaloo north, and the southern rock lobster (Jasus edwardsii) of the South Coast, which is heavier-bodied and duller. Measure the carapace, never the tail.

Rigs

Pot or diving only. Each licence holder is permitted up to 2 pots — 6 pots may be pulled when three or more licensed fishers are aboard — and each fisher's float must carry their own issued gear ID number, with pots meeting DPIRD construction rules (single entrance, rigid neck at least 160mm wide, escape gaps). Pots set between Wedge Island and Freshwater Point (south of Dongara), and in the Pelsaert and Easter groups at the Abrolhos, must be fitted with a sea lion exclusion device (SLED). Diving is by hand, blunt crook, or hand-held snare — nets and spears are illegal, though there is no rule against scuba or hookah. Gauge every lobster in the water and put the undersize ones straight back before the next pot comes up.

Technique

Pot fishing is the dominant rec method — drop pots on rubbly reef edges in 10–40m, leave them overnight or for a working day, and lift on the return. Bait the basket heavily and use a pot float rated to the depth and current. Divers work shallow inshore reef, dropping to ledges and overhangs and easing a snare or gloved hand around the antennae before extracting the lobster cleanly. Every lobster you keep must be tail-clipped or tail-punched within 5 minutes of it reaching the boat or the beach. Recover, gauge, clip — every time.

Best Time

There is no closed season — lobster may be taken all year, statewide. Inshore reefs fish best through October to January, before the migration moves lobsters out to deeper water. Diving conditions favour calm mornings on small swells; pot fishing is more weather-tolerant. A night fishing ban applies everywhere south of North West Cape: no pulling pots and no diving for lobster between 7:30pm and 4:30am from 15 October to 31 March, or between 6:00pm and 6:00am from 1 April to 14 October.

Size & Growth

Size here is carapace length, measured from the ridge between the two front horns to the back of the carapace — not the tail, and not total length. Legal fish start at 76 mm. A typical rec cray runs 400 g to 1.5 kg; anything over 2 kg is a good one, and fish approaching 4–5 kg are rare and usually deep-water animals. Growth is slow and comes in moults, with lobsters generally taking several years to reach legal size, and they can live well over a decade. That slow turnover is exactly why the fishery is capped so tightly.

Diet & Habitat

Rock lobster shelter by day in ledges, caves and under limestone overhangs, then feed at night on molluscs, small crustaceans, coralline algae, urchins and carrion — which is why a heavily baited pot left overnight works so well. Juveniles settle on shallow inshore reef in 5–20 m and move progressively deeper with age, out to 100 m and beyond. The endemic range runs the west coast from around North West Cape to Augusta, with the rec fishery concentrated on the metropolitan and Rottnest reefs and the mid-west grounds off Lancelin, Cervantes, Jurien Bay and Dongara.

A separate Recreational Rock Lobster Licence is required. Personal possession is capped at 24 lobsters landward of the high-water mark; boat limits run 8 with one licensed fisher aboard, 16 with two, and 24 with three or more.

Boat limit: 8 with one licensed fisher aboard, 16 with two, capped at 24 with three or more. Personal possession limit: 24 lobsters, all species combined, anywhere landward of the high-water mark. Minimum size: 76mm carapace, measured from the ridge between the two front spikes to the back of the carapace. Berried (egg-carrying) females and tar-spot lobsters must be returned to the water immediately. Collection is by pot (2 per licence holder; pot and float rules are in the rigs section), or by hand, blunt crook or hand-held snare — nets and spears are illegal, and there is no scuba or hookah restriction. Every lobster kept must be clipped by removing at least the bottom half of the central tail-fan flap, or punched with a hole of at least 10mm in the central tail-fan segment, within 5 minutes of it being brought to the boat or land. Eating Quality

Outstanding — sweet, firm, clean-flavoured tail meat that needs very little intervention. Chill the lobster in an ice slurry or the freezer for 20–30 minutes before cooking; it is the humane way to do it and it stops the tail thrashing itself apart. Plunge into boiling salted water for 8–12 minutes depending on size, then chill, split and serve with lemon and butter. Split and grilled over coals with garlic butter is the other classic. Smaller lobsters around the legal mark are the most tender; big ones are still excellent but coarser and less forgiving of overcooking, which is about the only way to ruin one. Freeze cooked or raw tails rather than whole animals — the head and gut taint the meat. The body shells make a very good stock or bisque base.
