Shellharbour Boat Harbour

Shellharbour Boat Harbour is the old stone-walled harbour at the foot of Addison Street in Shellharbour Village — narrow beach, bobbing tinnies, Norfolk pines along the foreshore, and a promenade that runs right past the water. It is one of the few genuinely sheltered land-based options in the southern Illawarra, which is why the bread-and-butter fishing holds up when the open coast is blown out. Bream, dusky flathead and sand whiting work the sand and weed inside the harbour, while the rock ledges and points either side put luderick, salmon and tailor within a short walk. The Beverley Whitfield ocean pool sits at the southern end and there is a tackle shop a couple of minutes up Addison Street, so it is about as low-friction as fishing gets on this stretch of coast. Do not confuse it with the newer Shellharbour Marina at Shell Cove, a kilometre or so south — that is a separate venue with its own fishing restrictions.

Inside the harbour, locals fish light for bream and whiting along the rock edges and over the sand, drifting unweighted or lightly-weighted baits on the run-in tide and into the change. Flathead are worked on soft plastics fan-cast across the sand flats and harbour mouth, best in the warmer months on a moving tide. The luderick crowd float-fish green weed or cabbage off the harbour walls and the adjacent ledges through the cooler months, balancing a quill or pencil float with split shot. For salmon and tailor, walk to the points and rock platforms either side and cast metals or ganged pilchards into the wash at first and last light — low light is when the pelagics push in close. Early morning and late afternoon out-fish the middle of the day across the board.

Yellowfin bream are the year-round constant, schooling along the walls and sand and firing hardest around the tide change, at 25cm with a bag of 10 shared with tarwhine. Dusky flathead run the flats and the harbour mouth from spring through autumn inside a 36–70cm slot with a bag of 5. Sand whiting move in over the warmer months on the run-in tide at 27cm with a bag of 20 across the whiting, and luderick take over through autumn and winter off the weed-covered walls at 27cm with a bag of 10. Australian salmon and tailor turn up off the adjacent points and ledges — salmon strongest May to September with no minimum size but a bag of only 5, tailor about most of the year and hardest from autumn into winter at 30cm with a bag of 10. Silver trevally at 30cm and a bag of 10 across the trevallies, squid over the weed with no size limit and a bag of 20 shared with cuttlefish, and the odd surprise mulloway, drummer, garfish or dart round out the mix — a mulloway needs to be 70cm and the bag is one fish per person. Squid and yakkas double as the live bait that brings the bigger fish unstuck.

The promenade and harbour foreshore are shared with swimmers, walkers and the ocean pool crowd, so keep casts clear of the beach and the swimming areas and fish the quieter walls and ledges. Dawn and dusk on a moving tide are worth more than any amount of mid-morning effort here. The tackle shop on Addison Street is a couple of minutes from the water and the quickest read on what is actually biting and where the weed is good for luderick. Fresh local squid or yakkas drifted around the harbour mouth lift the flathead and trevally well above what peeled prawn will do. Clean fish at home, not on the promenade — the gulls and the council both notice.

Park along the streets behind the foreshore or in the small car park near the harbour mouth, all within metres of the water — no real walk to the harbour itself. There are toilets and picnic facilities around the ocean pool precinct, and cafes line Addison Street a minute away. The promenade and harbour-beach edge are flat and pram-friendly, making the inside of the harbour one of the more genuinely accessible spots in the Illawarra. It is a strong kid-friendly option with calm water and a pool on hand, though the rock ledges either side are a different proposition and not for small children.

The harbour is sheltered and fishes in most conditions, holding up for bream, whiting and flathead when southerly busters and big swell shut down the open beaches and headlands. A run-in tide into the change, on dawn or dusk, is the prime window. The adjacent points and ledges face the open ocean, so they wash out and turn dangerous in solid south-easterly swell — that is when retreat to the inside of the harbour. After heavy rain the water colours up and the bite slows for a day or two; the luderick fishing actually improves on the cooler, greener water through autumn.

The harbour itself is calm and low-risk — the real dangers are the rock ledges and points either side, which face open ocean and get washed by swell sets without much warning. People have died rock fishing along this stretch of the Illawarra, and angel rings are installed at Bass Point and nearby platforms for a reason, including the two ledges known as The Peg and The Chair, which sit either side of Bushrangers Bay — and the bay itself is a no-take aquatic reserve closed to fishing by any method, so those rings flank closed water. Wear a lifejacket on any of these ledges, an adult jacket to AS 4758 level 50S or greater and level 100 for under-12s, because Kiama just south and Wollongong just north are both declared rock-fishing areas and the swell here does not know the difference. Add cleated or rock boots, watch the swell for several minutes before committing to a low spot, and never fish the rocks alone or in big seas. Inside the harbour, mind oyster-cut rocks, bluebottles after onshore winds, boat traffic near the ramp and mouth, and a full day of sun on the open promenade.

The original Shellharbour Village boat harbour is open land-based fishing — work the rock walls and the harbour edges, and keep clear of the swimming beach and the ocean pool. The fishing restrictions you may have read about apply to the separate Shellharbour Marina at Shell Cove, a kilometre or so south, where the on-site signage sets which parts of the harbour are open, so read it before you set up.

Yes. The inside of the harbour is sheltered, the foreshore is flat and pram-friendly, and there are toilets, picnic facilities and an ocean pool right there. Light bream and whiting gear off the walls is forgiving for first-timers. Keep small children away from the open rock ledges either side, which face the ocean and are no place for kids.

Wear one. People have died rock fishing this stretch of coast, Kiama immediately south and Wollongong immediately north are both declared rock-fishing areas under the Rock Fishing Safety Act 2016, and these ledges face the same ocean. An adult jacket needs to meet AS 4758 level 50S or greater and an under-12's level 100, and cleated boots and several minutes watching the swell matter just as much before you step onto anything low.
