Local Knowledge
Shoalwater sits in front of the marine park, with a shallow sandbar extending toward Penguin Island that creates a unique inshore environment. The sandbar holds flathead and whiting in the warmer months, and the reef system beyond provides structure that attracts a wider variety of species than the open sand beaches.
Wade carefully onto the sandbar and fish the edges where sand meets deeper water — flathead sit on these drop-offs waiting to ambush. Soft plastics worked slowly along the bottom are effective for flathead. For whiting, use fresh bait on a light running sinker rig over the sand. The incoming tide brings fish up onto the bar.
Flathead (sand edges on the bar, ambush feeders), KGW and sand whiting (sandy bottom, warmer months), herring, tailor around the reef structure, garfish on calm days, and Australian salmon push through in autumn. Squid over weed edges seasonally.

Sealed car parks at Shoalwater foreshore reserve and adjacent beach access points. Sealed paths from car park to upper beach — partial mobility access; the sandbar wade is not. Public toilets and beach showers at the main reserve. The Penguin Island ferry departs from the foreshore (separate fee for the ferry, not for fishing). No formal beach lighting; head torch needed for dawn or dusk sessions. Parking fills on summer weekends and during peak Penguin Island visit periods.

Squid: 2.5–3.0 jigs along weed edges. Light tackle suits the marine park's clear water.

Flathead fish best from late spring through summer along sand edges. KGW are September–April on cleaner sand patches. Sand whiting are October–April. Tailor are most reliable autumn (March–June) around reef structure. Australian salmon push through in autumn. Squid runs August–February with peaks in spring and late summer.
